The explorer notes can be found on the 1st Floor the Keldagrim Library.
Keldagrim can be accessed via a tunnel east of the Fremennik Province lodestone. Upon taking the ferry for the first time, you will see the introductory cutscene for the Giant Dwarf quest. When offered the opportunity to start the quest, decline or walk away. You may not start the quest while on this task.
