The Rockslugs will require you to use a bag of salt to finish them off. One of the places where they can be found is in the Fremennik Slayer Dungeon.
The lizards can be found north of Nardah, this is in the desert so be aware of dehydration. They require ice coolers to be finished off.
Both monsters have the same drop rate for this item: 1/512
