After completing tasks to complete a specific amount of a certain potion you unlock one of the Herblore unlocks. These unlocks allow you to make upto a certain amount of stat boosting, combat enhancing or stat restoring potions potions. This means that you can make these potions off task, but only while having less of them them the limit you unlocked (note that the unlocks count in 3-dose potions). Not that this unlock only covers potions that use regular vials, this means that you can only make combination potions out of them if it benefits you active task.
