On average, you can expect to get enough tokens for a piece of the fishing outfit every 4 or 5 games, which can potentially be shortened by playing on a dedicated Fish Flingers world with other players (big fish can contribute some extra tokens not available when soloing).
If you're willing to install it, the Alt1 toolkit makes getting all the best tackle combinations significantly faster, increasing point and token gains.
